Treadmill Incline Effort
Speed on the console is not effort. Grade changes the oxygen cost. Use this when you want outdoor-equivalent work or hill sessions.
When 1% is the right default
Jones and Doust compared treadmill grades with level road running. A 1% grade best matched outdoor oxygen cost at the speeds they tested, roughly 6.5 to 11 mph. Below that, wind is a small part of the bill. Above it, some runners prefer 1% still, not 2%, unless they are specifically doing hills.

Same belt speed, harder work. The estimate uses pace × (1 + grade% × 0.04). It is for training context, not physiology lab output.

Why do runners set 1% incline?
A moving belt has no headwind. At typical running speeds, 1% was the grade that best matched outdoor energy cost in Jones and Doust (1996).
Does the 1% rule apply to walking?
No. The measurements were running. A 3 mph walk, including 12-3-30 style work, is a different metabolic equation. Do not borrow tempo-run incline as a walking default.
How does this site estimate flat-equivalent pace?
Treadmill pace × (1 + incline% × 0.04). At 10:00/mi and 5%, that is 12:00/mi equivalent. The field is labeled Estimate on purpose.
Is 5% incline a faster pace or just harder?
The belt still moves at the displayed speed. Your watch pace does not magically drop. Effort goes up, which is why the estimate shows a quicker flat pace for the same oxygen cost.
